Water deal enables large-scale rental housing project in fast-growing Liberty Hill

A water sharing agreement among three towns in Williamson County has enabled the development of a 58-acre rental housing community in Liberty Hill, a suburb north of Austin. The project, known as Mansions at Liberty Hill, received approval from the Liberty Hill City Council after an August agreement between Liberty Hill and its larger neighbors, Round Rock and Georgetown, secured water access for the site.

The developer behind the project is 4400 CR 277 Investments LLC, an entity connected to Marcus Hiles’ Grand Prairie-based N3 Luxury Living. The new community will be located north of Highway 29 along County Road 277 and will feature 420 duplexes with private driveways.

The existing water-sharing arrangement between Round Rock and Georgetown was established in 2020. Under this deal, three million gallons of water are transferred daily from Round Rock to Georgetown. With the latest agreement, Liberty Hill will receive an additional 250,000 gallons per day through Georgetown to two delivery points within the town. This contract extends through the end of 2030.

Liberty Hill is experiencing rapid growth. According to estimates from the U.S. Census Bureau, its population has increased by about 15 percent since 2020 to nearly 12,000 residents.

Round Rock’s main sources of water are Lake Georgetown and the Edwards Aquifer. Williamson County Judge Steven Snell commented on ongoing concerns about water availability for new business and residential developments: “Everyone I’ve talked to, every city, every economic development partner, every major corporation, water is a concern. It’s not just how we get the water for them, it’s where it is coming from, and the people who have it are scared it’s going to run out if they sell it all,” Snell said.
