Texas named top business climate in U.S. for third consecutive year

Texas has been named the top business climate in the United States for the third consecutive year by Site Selection magazine. The announcement was made on November 4, 2025, and highlighted by Governor Greg Abbott.

“Texas once again emerges as the national champion for the top business climate in America,” said Governor Abbott. “As the eighth-largest economy in the world, Texas offers the freedom and opportunity for companies of all sizes and all industries to thrive. Coupled with the pro-growth, pro-business laws I signed this year, Texas improved the process of doing business to help them succeed in our great state. We will continue to make strategic investments and partner with job-creating businesses to ensure that Texas remains the top state in the nation to do business.”

Site Selection’s ranking is based on several factors including corporate relocation and expansion projects, a pro-growth environment, workforce development, infrastructure investment, technology access, tech talent availability, and a stable regulatory framework. The ranking also considers feedback from corporate real estate executives and site selectors through a survey where Texas outperformed other states.

Earlier in 2025, Governor Abbott received Site Selection magazine’s Governor’s Cup for Texas’ 13th straight win as the leading state for job-creating business relocations and expansions. Additionally, Texas was awarded Site Selection’s Prosperity Cup for attracting new business investments.
