The Texas Commission on Environmental Quality announced on Apr. 29 that it is now accepting applications for the Texas Emissions Reduction Plan (TERP) Rebate Grants Program. The program offers financial incentives to reduce nitrogen oxide emissions from heavy-duty vehicles and certain non-road diesel equipment in eligible areas of Texas.
The initiative aims to improve air quality by encouraging the use of cleaner technologies, particularly in nonattainment areas and affected counties across the state. Optional funding is also available for onsite alternative refueling infrastructure linked to qualifying projects.
Eligible projects include replacing or repowering heavy-duty diesel vehicles with a gross vehicle weight rating over 8,500 pounds, as well as select non-road diesel equipment powered by engines rated at 25 horsepower or more. Other eligible activities are on-vehicle electrification—such as adding battery auxiliary power units or electric refrigeration units—and purchasing or leasing new near-zero or zero-emission vehicles without needing to dispose of an existing vehicle. Onsite refueling infrastructure options include electricity, hydrogen, compressed natural gas, liquefied natural gas, propane, and methanol.
At least 55% of the operation of grant-funded vehicles or equipment must take place in eligible counties. Individuals, state and local governments, and other legal entities may apply; a portion of funds is reserved for small businesses operating no more than five vehicles or pieces of equipment. Awards are given on a first-come, first-served basis through TCEQ’s TERP SUNSS system online portal.
