The Houston Texans have announced a partnership with Howard Hughes Communities and Harris County to build a new headquarters and practice facility in Bridgeland, a master-planned community northwest of Houston. The project is part of the Toro District, an 83-acre mixed-use entertainment development within Bridgeland Central.
Bridgeland spans 11,500 acres in the Cypress area between U.S. 290 and I-10. According to the developer Howard Hughes Corporation, the community currently has about 50,000 residents and is expected to add around 70,000 more when fully developed.
County commissioners unanimously approved the agreement, which will see the Texans’ headquarters anchor 22 acres of the district. The facilities will include indoor training areas and outdoor practice fields.
The Toro District will also feature retail stores, restaurants, hotels, entertainment venues, and commercial spaces as part of Bridgeland Central’s ongoing growth as a downtown area for the community.
Financial terms were not fully disclosed. Harris County Judge Lina Hidalgo stated that the county plans to contribute $150 million primarily for infrastructure improvements. This funding would come from a tax increment reinvestment zone, allowing property tax growth within the zone to be reinvested locally rather than sent to the county’s general fund.
The Texans are participating through an affiliate company and plan to begin construction later this year with an anticipated opening in 2029. The team currently trains at Houston Methodist Training Center near NRG Stadium.
Howard Hughes CEO David O’Reilly commented on the broader impact of the project: “a statement about where Houston is going.” Howard Hughes Holdings controls significant real estate assets nationally and has developed other major communities such as The Woodlands.
According to project supporters, Toro District is expected to generate $34 billion in long-term economic impact and create over 17,000 regional jobs. Recent developments in Bridgeland Central include its first office building and an H-E-B grocery store.
