Historic Texas buildings converted into affordable housing with state support

Developers in Texas are converting historic buildings into affordable housing for low-income families, senior citizens, and formerly homeless individuals. The Texas Department of Housing and Community Affairs (TDHCA) has played a key role in financing these projects.

One such project is the Lofts at the Grim in Texarkana. Originally opened as the Hotel Grim in 1925, this building now contains 93 studio, one, and two-bedroom apartments. Some units retain original architectural features like scroll plasterwork and high ceilings. TDHCA contributed to this rehabilitation through its 4% Housing Tax Credit Program by awarding $1 million in tax credits for the renovation of the property located at 301 North State Line Avenue.

Another development is Roosevelt Lofts in San Angelo. This 25-unit property serves residents aged 55 and older and received a 9% Housing Tax Credit from TDHCA in 2023. The building was constructed in 1929 as the Roosevelt Hotel (originally called Rainbow Hotel) and is situated two blocks from San Angelo City Hall.

In Brownsville, Buena Vida is undergoing redevelopment as part of one of the first public housing projects established after the Housing Act of 1937. The new Buena Vida will offer 212 units for families, elderly residents, and survivors of domestic abuse. Its groundbreaking took place on October 22, 2025, with a grand opening planned for 2027.
