Hines proposes municipal utility district for Brown Ranch development in West Fort Worth

Hines, a Houston-based real estate company, is in discussions with Fort Worth officials regarding a major development project called Brown Ranch. The proposed 1,476-acre site is located along the Parker County line and falls within Fort Worth’s extraterritorial jurisdiction.

The company has not provided details about the plan but has indicated its intention to pursue a municipal utility district (MUD) for the project. MUDs are commonly used by developers to finance infrastructure such as roads and utilities through property taxes and assessments paid by future residents. This approach helps manage the high costs associated with large-scale suburban developments.

If approved, Hines would contribute to building connections to Walsh Ranch Parkway and Old Weatherford Road. The city would be responsible for providing water and sewer services. The development plan includes residential, commercial, and open-space areas that align with Fort Worth’s long-term land use objectives.

A similar agreement was recently approved by the City Council for Green Brick Partners’ Shelton Ranch project in north Fort Worth. While a vote on the Hines proposal has not yet been scheduled, council member Michael Crain expressed support: “the city should stay proactive in shaping its western expansion.”

Hines currently manages $91.8 billion in assets worldwide and oversees 156 active developments. Earlier this year, it sold seven master-planned communities in Dallas-Fort Worth to Starwood Capital Group for $800 million.

Brown Ranch joins other significant projects underway on Fort Worth’s outskirts, including Carver Ranch and Cole Ranch in Denton County.
