Governor Abbott renews flood disaster declaration for multiple Texas counties

Texas Governor Greg Abbott has amended and renewed a disaster proclamation related to heavy rainfall and flooding that began on July 2, 2025. The original disaster proclamation was issued on July 4, 2025, and has been updated in subsequent proclamations.

The renewed proclamation declares a disaster in the following counties: Bandera, Bexar, Burnet, Caldwell, Coke, Comal, Concho, Edwards, Gillespie, Guadalupe, Hamilton, Kendall, Kerr, Kimble, Kinney, Lampasas, Llano, Mason, Maverick, McCulloch, Menard, Real, Reeves, San Saba, Schleicher, Sutton, Tom Green, Travis, Uvalde and Williamson.

Governor Abbott stated: “WHEREAS I…certifying that the heavy rainfall and flooding event that began on July 2…caused widespread and severe property damage injury or loss of life in several counties; NOW THEREFORE in accordance with the authority vested in me by Section 418.014 of the Texas Government Code I do hereby amend and renew the aforementioned proclamation and declare a disaster…”

The order authorizes use of all available state government resources as well as those from political subdivisions needed to address the disaster. Regulatory statutes or rules that could hinder response efforts are suspended upon written approval from the Office of the Governor. Specific statutes concerning transfer of bodies to families are also suspended for this period.

Further suspension applies to contracting or procurement rules if they impede emergency response necessary to protect life or property during this declared disaster.

“In accordance with the statutory requirements copies of this proclamation shall be filed with the applicable authorities,” Abbott said.
