Governor Abbott reappoints three members to Lower Neches Valley Authority board

Governor Greg Abbott has announced the reappointment of three individuals to the Lower Neches Valley Authority (LNVA) Board of Directors. James M. Scott will serve a term ending July 28, 2027, while Steven R. “Steve” Lucas and Charles “Caleb” Spurlock, D.D.S., have been reappointed for terms ending July 28, 2029. In addition to his reappointment, Spurlock has been named president of the LNVA.

The LNVA is responsible for managing the waters of the Neches River and its tributaries. Its duties include storing, controlling, conserving, and distributing storm and floodwaters for uses such as irrigation, domestic supply, industrial activities, municipal needs, and hydroelectric power generation. The authority can also participate in economic development programs aimed at strengthening the region’s economic base.

James M. Scott of Beaumont serves as President Construction and Development at Trans-Global Solutions, Inc. He previously chaired the Jefferson and Orange County Board of Pilot Commissioners and currently leads the Baytown Chamber of Commerce. Scott is affiliated with several industry organizations including the American Railway Engineering and Maintenance-of-Way Association and National Railroad Construction and Maintenance Association. He also serves as vice president of the Gay D. & William F. Scott Foundation, is a member of St. Anthony Cathedral, and acts as treasurer for the Baytown – West Chambers County Economic Development Foundation. Scott holds a Bachelor of Business Administration from Southern Methodist University.

Steven R. “Steve” Lucas of Beaumont is executive vice president and regional president at Stellar Bank. His community involvement includes past roles with the Rotary Club of Beaumont as treasurer, leadership positions with United Way of Beaumont, serving as Lay Leader for Wesley United Methodist Church, participation on the Beaumont Public Schools Foundation Board of Directors, and volunteering with Beaumont Independent School District’s school business partnership program. Lucas earned his Bachelor of Business Administration from Lamar University.

Charles “Caleb” Spurlock, D.D.S., practices dentistry in Woodville where he owns C. Caleb Spurlock DDS PLLC. He is active in professional associations such as the American Dental Association, Texas Dental Association, and Dental Society of Southeast Texas. Spurlock has served as both member and past president of the Woodville Lions Club and was formerly a city councilman for Woodville. He attended Texas A&M University and Lamar University before receiving his Doctor of Dental Surgery from The University of Texas School of Dentistry at Houston.

“The LNVA has a duty to conserve, control, and utilize the waters of the Neches River and its tributaries including storm and flood waters,” according to Governor Abbott’s office.
