Governor Greg Abbott has reappointed five members to the Texas Industrialized Building Code Council. The appointees—Devin Duvak, Otis Jones, Jr., Binoy Kurien, Scott A. McDonald, and Stephen Shang—will serve terms ending February 1, 2027. The council is responsible for overseeing the state program that regulates industrialized housing and buildings.
Devin Duvak of Burleson serves as vice president of manufacturing at Indicom Buildings/Sunbelt Modular Inc. He is affiliated with several industry organizations, including the International Code Council, National Fire Protection Association, and the Modular Building Institute (MBI) Government Affairs Committee. Duvak has also served as president of MBI and holds a Bachelor of Science in Engineering Technology from West Texas A&M University.
Otis Jones, Jr. from Houston works as a regional manager at LJB Inc. He is a former chapter president and member of the National Society of Black Engineers and belongs to both the American Society of Civil Engineers and Structural Engineering Association of Texas. Jones earned his Bachelor of Science in Civil Engineering from Texas A&M University and maintains professional engineering licenses in multiple states.
Binoy Kurien of Pearland is code compliance manager at Powell Electrical Systems in Houston. He serves on the board at Hebron Church in Houston and studied electrical engineering at the University of Houston. Kurien brings over three decades of experience in the power distribution sector.
Scott McDonald resides in Willow Park and acts as director of development services for Denton city government. He is a member of both the Texas Chapter of American Planning Association and Building Officials Association of Texas, with previous service on the board for the National Institute of Building Sciences. McDonald received degrees from Wayland Baptist University—a Bachelor’s in Business Administration and a Master’s in Public Administration—and served in the United States Army.
Stephen Shang lives in Austin where he is chief executive officer at Falcon Structures. His professional affiliations include MBI, National Portable Storage Association, Young Presidents’ Organization, as well as membership on The University of Texas College of Engineering Advisory Council. Shang holds a Bachelor’s degree in Electrical Engineering from UT Austin and completed an entrepreneurial master’s program at Massachusetts Institute of Technology.
The reappointments reflect continued oversight by experienced professionals across engineering, compliance, development services, and industry leadership roles within Texas’ regulatory framework for industrialized buildings.
