Governor Greg Abbott has named Cliff Todd as president of the Sabine River Authority Board of Directors. In addition, Abbott reappointed Richard “Blair” Abney, Joshua A. “Josh” McAdams, and Kevin M. Williams to the board for terms that will be determined according to legal guidelines. The Sabine River Authority is responsible for managing and distributing water resources from the Sabine River and its tributaries.
Cliff Todd is based in Long Branch and oversees farm and ranch operations in Panola County. He also serves as Executive Vice President for Topcat Companies in Longview. Todd is a member of the Society of Petroleum Engineers, sits on the board of UT Health Carthage, and acts as commissioner with the Panola County Emergency Services District. He previously participated in both Austin and Carthage Rotary Clubs, is a deacon at Central Baptist Church of Carthage, and has taught adult Sunday school classes for many years. Todd holds a Bachelor of Science degree in Agriculture from Stephen F. Austin State University.
Richard “Blair” Abney lives in Marshall where he owns Abney Valuation Group, PLLC, working as an appraiser. He is involved with the Appraisal Institute’s National Government Relations Committee and serves on several boards including CASA Tri-County Board’s investment committee and Pelz Family Foundation. Abney volunteers at First Methodist Church – Marshall and earned his Bachelor of Business Administration in Accounting from Baylor University.
Joshua A. “Josh” McAdams resides in Center and operates Midstream Transportation while also serving as vice president at McAdams Propane Company. He will soon become president of the Texas Propane Gas Association and belongs to the National Propane Gas Association. His community roles include leading Shelby County Children’s Advocacy Center, participating with Shelby County Cookers, and serving on Houston Livestock Show and Rodeo’s Area Go Texan Committee. McAdams graduated from Texas A&M University with a Bachelor of Business Administration in management.
Kevin M. Williams comes from Orange where he owns Cypress Bayou Industrial. Williams sits on First Financial Bank’s board, is active with Rotary District and Associated Builders & Contractors, attends Faith United Methodist Church, and participates in Krewe De Bon Amis activities. He received his Bachelor of Science degree in economics from Texas A&M University.
